Yes. Start by switching on "Advanced Delivery Pricing" in your price list settings. Then, define the lowest order sum eligible for the discount by entering it into the "If order price is over" field.
After this, you can define the new delivery price in the "Then delivery fee is" field. If you want the delivery to be free for the orders that exceed the sum you defined in the previous step, set this to "= 0" and you're good to go!
